SPAMAST and 11th Regional Community Defense Group Forge Partnership to Strengthen ROTC Program

Malita, Davao Occidental – June 5, 2026 – The Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) formally strengthened its commitment to youth development, leadership, and national service through the signing of a Memorandum of Agreement (MOA) with the 11th Regional Community Defense Group (RCDG), Reserve Command, Philippine Army, held on June 5, 2026, at the SPAMAST Administrative Building.

The agreement establishes a collaborative partnership between SPAMAST and the 11th RCDG in the implementation and enhancement of the Reserve Officers’ Training Corps (ROTC) Program, aimed at developing discipline, patriotism, leadership, and civic responsibility among students.

Representing SPAMAST in the ceremonial signing was College President Dr. Lynette A. Bontia, while the 11th RCDG, Reserve Command, Philippine Army was represented by Col. Rey T. Alvarado, GSC, PA.

In her message, Dr. Bontia underscored the importance of institutional partnerships that contribute to holistic student development and nation-building. She emphasized that the ROTC Program serves as a platform for cultivating responsible citizens and future leaders who embody service, discipline, and commitment to the country.

Meanwhile, Col. Alvarado expressed his appreciation for SPAMAST’s continued support for the ROTC Program and highlighted the role of military education in fostering patriotism, preparedness, and community engagement among the youth.

The signing ceremony was attended by key officials from both institutions, including SPAMAST College President Dr. Lynette A. Bontia, Director for ROTC Ms. Tarra Dawn Marquez, ROTC Coordinator Mr. Brave Heart Amad, and ROTC cadets of SPAMAST. Representatives and officers from the 11th Regional Community Defense Group (RCDG), Reserve Command, Philippine Army also joined the event, signifying a shared commitment to strengthening the implementation of the ROTC Program and promoting leadership, discipline, and patriotism among the youth.

The partnership marks another milestone in SPAMAST’s ongoing efforts to provide transformative educational experiences that prepare students not only for professional success but also for meaningful participation in nation-building and community development.

The Memorandum of Agreement signing between SPAMAST and the 11th Regional Community Defense Group (RCDG), Reserve Command, Philippine Army contributes to the attainment of the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) by enhancing students’ leadership, discipline, civic responsibility, and preparedness through the ROTC Program. The partnership also supports SDG 16 (Peace, Justice and Strong Institutions) by promoting patriotism, active citizenship, and stronger institutional collaboration in fostering peace, security, and community resilience. Furthermore, the agreement exemplifies SDG 17 (Partnerships for the Goals) through the establishment of a strategic partnership between SPAMAST and the Philippine Army, working together to advance youth development and nation-building initiatives.
