
In a significant move to strengthen its academic and administrative workforce, the Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) held an official Oath Taking Ceremony for its newly hired and promoted faculty and administrative personnel. The formal event took place on May 25, 2026, at 08:30 PM at the SPAMAST Lecture Hall, Malita, Davao Occidental.
The ceremony marks a milestone for the institution as it continues to advance its workforce capabilities in instruction, research, and governance.
A highlight of the ceremony was the promotion of key academic and administrative staff who have significantly elevated their credentials and institutional contributions through career progression and merit-based promotion:
- Dr. Jovelyn L. Franca (Institute of Arts and Sciences – IAS) was officially promoted from Assistant Professor IV to Associate Professor V in Filipino. Dr. Franca completed her Doctor ng Pilosopiya sa Filipino from the University of Mindanao, strengthening SPAMAST’s advanced language education capabilities.
- Edel Quinn D. Casis, a licensed professional teacher who earned her Master of Arts in Education Major in Teaching Science from SPAMAST, stepped up from Planning Officer II to Planning Officer III within the Planning Office.
- Vilma T. Alfaro, a Civil Service Exam (CSE) Professional and an accounting graduate from the University of Mindanao, advanced from Cashier II to Cashier III under the Cashier Unit.
- Margie M. Samong, also a CSE Professional with a BS in Business Administration, was elevated to Records Officer II in the Records Management Office.
SPAMAST also welcomed a fresh roster of competitive talent tasked to bring modern insight into the institution’s ecological and executive sectors:
- Dan Robert T. Lumilan joins the Institute of Fisheries and Marine Sciences (IFMS) as Instructor I in Environmental Science. Bringing strong academic rigor with a BS in Psychology and an MS in Environmental Science from the Mindanao State University – Iligan Institute of Technology (MSU-IIT).
- Kim-Hurry H. Mier, a licensed professional teacher and an alumnus of SPAMAST (BSED-TLE), was officially appointed as Administrative Assistant V (Private Secretary I) under the Office of the President, ensuring institutional efficiency and strong institutional governance.
The formal swearing-in highlights SPAMAST’s commitment to prioritizing faculty and staff empowerment, creating sustainable institutional growth, and maintaining a high standard of public accountability. As these personnel assume their new roles, the institution positions itself to be a primary driver of quality education and sustainable ecological management in the region.
