Strengthening its commitment to ethical governance and accountable public service, the Southern Philippines Agri-Business, Marine and Aquatic School of Technology (SPAMAST) conducted the 2025 Rules on Administrative Cases in the Civil Service (RACCS 2025): Administrative Cases, Due Process and Accountability Seminar on September 22, 2026, at the SPAMAST Founder’s Hall, Malita, Davao Occidental.
The seminar, attended by SPAMAST faculty members and selected administrative employees, was held as part of the institution’s celebration of the 126th Philippine Civil Service Anniversary, emphasizing the importance of understanding administrative rules, due process, and accountability in public service.
The activity was facilitated by the Legal Services Office, headed by Atty. Trina Faye D. Ladores, in collaboration with the Human Resource Management Office (HRMO) headed by Atty. Paloma G. Grado.
Serving as resource speakers were Ms. Cherrie Amor Ortiz-Tag-at, Special Investigator III of the Civil Service Commission Regional Office XI (CSC ROXI), and Atty. Therese Ann C. Licayan, Attorney IV of CSC ROXI. They discussed key provisions of RACCS 2025, particularly those concerning administrative proceedings, due process, accountability, and the responsibilities of government employees.
The seminar provided participants with a deeper understanding of civil service rules and regulations, helping them recognize their rights and responsibilities as public servants. It also reinforced the importance of following proper procedures and upholding professionalism, integrity, and accountability in the performance of government duties.
Through this initiative, SPAMAST continues to foster a culture of good governance, transparency, professionalism, and responsible public service, strengthening its commitment to upholding civil service standards and promoting accountable institutions.
The activity contributes to SDG 16 – Peace, Justice and Strong Institutions by enhancing personnel awareness of administrative rules, due process, and accountability. It also advances SDG 17 – Partnerships for the Goals through the collaboration between SPAMAST and the Civil Service Commission Regional Office XI (CSC ROXI) in promoting knowledge-sharing, capacity-building, and effective public service.
