Message from the President

SPAMAST stands at the threshold of its most consequential decade. As we prepare for university status, we recommit to the farmers, fisherfolk, and coastal communities who have always been our reason for being. Every new program, every research grant, and every hectare of restored mangrove must ultimately answer one question: does it lift the people of Davao Occidental? That test will not change.

Strategic Priorities (2026–2030)

  1. University conversion — Deliver on HB 10820 milestones, including faculty upgrading and infrastructure targets.
  2. Research productivity — Grow peer-reviewed output by 60% and secure ₱200M in external research grants.
  3. Digital transformation — Complete the OLSIS-LMS integration and roll out paperless procurement.
  4. Internationalization — Establish three ASEAN partnerships in fisheries and marine biology.
  5. Community impact — Reach 5,000 farmers and fisherfolk annually through extension services.
