To strengthen leadership capabilities and enhance institutional governance, the Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST) successfully conducted a two-day Supervisory Training titled โAccountable Leadership: Strengthening Managerial Roles in Document and Resource Managementโ from July 31 to August 1, 2025, at Casa de Solana, Malalag, Davao del Sur.
The training was participated in by all Administrative and Academic Unit Heads of SPAMAST, aiming to reinforce a culture of accountability, transparency, and effective leadership across the institution.
A key highlight of the activity was the lecture delivered by Dir. Richard Ortiz, Provincial Director of the Civil Service Commission (CSC) for Davao Occidental and Davao del Sur, who served as the resource speaker. He emphasized the importance of accountable leadership, proper documentation, and efficient resource management aligned with CSC policies and ethical public service.
In addition to the main session, several key topics were also discussed throughout the training.
Rules on Administrative Cases in the Civil Service (RACCS) was presented by Atty. Trina Faye Ladores, SPAMASTโs Legal Officer, providing clarity on due process and legal procedures in administrative cases.
Human Resource Management was tackled by Atty. Paloma Grado, Human Resource Management Officer, who shared strategies for effective personnel administration and employee engagement.
On the second day, the participants engaged in a hands-on workshop on Operational Planning, particularly focusing on the Work and Financial Plan (WFP) and the Project Procurement Management Plan (PPMP). This session was jointly facilitated by Atty. Ophelia Delute, Planning Officer III, and Mrs. May Franz Remoto-Manisan, Budget Officer III.
A culminating workshop on Programs, Activities, and Projects (PAPs) Implementation and Monitoring was also held, led by Mr. Edwin G. Ostique, Supervising Administrative Officer, with support from Ms. Corine Angela Amor, Accountant; Mr. Orlando Ang, PSU Head; and Mrs. Manisan.
This two-day training reinforced SPAMAST’s commitment to organizational excellence, by equipping its leaders with updated knowledge, practical tools, and shared vision to lead with competence, integrity, and strategic direction.
